    Today we operate as a disciplined subcontractor and teaming partner — providing systems engineering, technical documentation, earned value management, and program management support within established federal acquisition frameworks.     That posture is a stage rather than a ceiling. The division integrates within established prime ecosystems while deliberately building the past performance, quality and accounting systems, program controls, and workforce absorption capacity required to pursue selective prime roles where contract scope aligns with demonstrated institutional capability.     The Programs Division is shaped by more than a decade of direct experience supporting established NASA prime contractors and federal engineering programs — including engagements across more than 17 of the top 30 NASA prime contractor organizations. That background informs how we approach prime and subcontractor teaming, capture strategy, proposal development, cost and schedule discipline, technical staffing, mission assurance, and customer transparency. Certain prior engagements remain confidential and are referenced only at a high level.

    Cost credibility is treated as an engineering deliverable, not an administrative one. The public record of federal space programs is dominated by estimates that did not hold and dates that moved; we work to the opposite standard — scope bounded at the outset rather than expanded mid-performance, estimates traceable to a basis a reviewer can audit, earned value reported against the plan that was actually approved, and early written notice the moment a date or a cost is at risk. Schedule integrity is treated the same way: a delivery window is either defended or renegotiated in the open, never quietly absorbed.
