Safety while performing on customer property. A contractor's safety record follows it onto every site it enters, and the institution manages that record as a deliverable rather than a by-product.
The Host Installation Governs
When our people work at a NASA center, a federal laboratory, or a prime's facility, the host's safety requirements take precedence over our internal practice wherever the host's requirement is more stringent. Our program is written so that adopting a host requirement is a configuration change, not a cultural conflict.
- Center-specific safety and health requirements identified during proposal preparation, not after award
- NASA NPR 8715.3 and center supplement flow-downs mapped to our internal procedures
- Safety orientation, badging under HSPD-12, and area-specific training completed before first task
- Escort, access, and hazard-area rules observed as written by the host
- Points of contact established with the host safety office at contract start
Site-Specific Safety Plans
Each performance location gets a written safety plan sized to the scope of work. The plan is submitted to the contracting officer's representative and the host safety office, and it is updated when the scope, the crew, or the hazard picture changes.
- Scope-specific hazard analysis with controls, responsible parties, and verification steps
- Emergency procedures keyed to the host facility's evacuation, medical, and reporting chain
- Equipment and material lists with certification and inspection status
- Named site safety representative with stop-work authority and direct escalation to our executive
- Daily or per-shift briefings recorded and available to the customer on request
Mishap & Close Call Reporting
Reporting obligations to the customer are met on the customer's timeline, not ours. Our internal reporting intake and the government's reporting chain run in parallel so that neither delays the other.
- Immediate notification to the host safety office and contracting officer per contract terms
- Classification and reporting aligned with NASA NPR 8621.1 mishap and close call categories
- Preservation of the scene, evidence, and records pending investigation direction
- Participation in customer-led investigation boards and provision of records requested
- Corrective actions tracked to closure and reported back to the customer
Subcontractor & Teammate Safety Qualification
Our safety performance includes the performance of everyone we bring to the site. Subcontractors are qualified on safety before award, monitored during performance, and removed if performance does not hold.
- Pre-award safety qualification: written program, training records, insurance, and OSHA log review
- Experience modification rate and DART/TRIR review as a factor in supplier selection
- Flow-down of safety clauses, stop-work authority, and reporting obligations in every subcontract
- Field oversight of subcontractor work with documented observations
- Removal authority for repeated or serious safety non-performance
Safety in Proposals and Source Selection
Safety is an evaluated factor on most federal engineering work, and it is prepared as such. The safety approach in a proposal reflects the program actually in place rather than language assembled for the submission.
- Safety and health plan tailored to the solicitation's clauses and the performing center's requirements
- Traceability from the solicitation's safety requirements to our procedures and records
- Past-performance safety data presented for the periods for which complete records exist
- Safety staffing, qualification, and escalation authority defined in the management approach
- Compliance with accident prevention clauses such as FAR 52.236-13 where the contract invokes them
Evidence Available on Request
A customer, prime, or evaluator may ask for the underlying record. The program is maintained so that record can be produced without reconstruction.
- Written safety and health program document and supporting procedures
- Training matrix and individual qualification records
- Inspection schedules, findings, and closure evidence
- Injury, illness, and near-miss records for the applicable period
- Corrective action register and management review minutes
For Contracting Officers and Prime Partners
Safety documentation, plans, and records are provided in response to a solicitation requirement or a teaming request. Alignment Disclosure
Monarch Space Systems describes its safety practices as aligned with the cited federal regulations, NASA directives, and consensus standards. Alignment is not certification. The institution does not claim OSHA Voluntary Protection Programs status, an ISO 45001 or ISO 14001 certificate, third-party safety accreditation, a facility clearance, or any radioactive materials license unless and until such a status is separately documented. Controls described for future laboratory work are program commitments established in advance of the work they govern, not statements about present facilities, holdings, or operations.
Safety documentation, procedures, training records, and performance data are available to customers and prospective teammates through the confidential engagement pathway or by request through institutional contact.
