    • Invoices verified against performance before payment; unallowable cost screened at receipt
    • Change control applied to subcontracts on the same terms as to the prime scope
    • Close-out including final invoice, property disposition, records retention, and release of claims

    Fair Treatment of Suppliers

    How an organization treats its smallest supplier is a reliable predictor of how it behaves under pressure on a contract. This is stated as policy because it is evaluated as behavior.

    • Prompt payment practice, with accelerated payment to small business subcontractors where the contract permits
    • Solicitation information provided equally to all competing sources
    • Proprietary supplier data protected and not used to solicit a competing quote
    • Debriefs offered to unsuccessful sources where the situation permits
    • Disputes handled through a defined process rather than through leverage
