The Standard for Leaving
How a contractor behaves on the way out is visible to everyone who might award the next contract. The institution holds a single standard regardless of why the work is ending.
- Full cooperation with the customer and the successor, without qualification
- Performance maintained at contract standard through the final day, not tapered
- No withholding of information, access, or assistance as leverage
- A written phase-out plan with milestones, owners, and completion evidence
- The same conduct whether the contract ended by competition, by convenience, or by completion
Property and Materiel
Property accountability at closeout is where a weak property system finally shows. The record is expected to reconcile without reconstruction.
- Government property inventoried and reconciled to the official property record
- Physical condition documented and discrepancies reported rather than resolved quietly
- Disposition instructions obtained from the property administrator and executed
- Custody transfer documented with signature and date for every accountable item
- Contractor-acquired property dispositioned per the contract terms
- Facilities and workspaces returned in the condition the contract requires
Records, Data and Access
Data delivery at phase-out is a contractual obligation, not a courtesy, and access removal is a security obligation.
- Deliverable data delivered in the required format, complete and current
- Program records inventoried, transferred, or retained per the records schedule and contract terms
- Data rights markings verified so nothing is delivered mismarked in either direction
- System accounts, credentials, badges, and physical access deprovisioned on a controlled schedule
- Retained copies limited to what retention obligations require, with protection maintained
- Export-controlled and sensitive material handled per the applicable controls throughout
People
The workforce is the part of a phase-out that is often handled worst. It is handled deliberately here.
- Employees informed early and honestly about timing and options
- Redeployment to other institutional work pursued where it exists
- Cooperation with a successor's right-of-first-refusal process where the contract is covered
- Notification obligations under applicable employment law met
- Support for transitioning employees, including references and reasonable release timing
- Exit knowledge capture completed before final departures
Turnover to the Successor
The institution turns a contract over the way it would want one turned over to it.
- Turnover package covering procedures, open issues, current status, and known risks
- Access to outgoing personnel for questions during the overlap period
- Honest disclosure of deferred work, workarounds, and unresolved problems
- Customer interfaces and stakeholder context conveyed rather than left to be rediscovered
- Contract closeout support including final invoicing, property clearance, and required certifications
- Post-contract lessons learned captured into the institutional knowledge base
